Recent Change

Effective December 15, 2008, the MVA will be piloting a new noncommercial driving skills test at the Frederick and Waldorf branch offices.  The new driving test will consist of both an off-road (course) portion to test various driving skills and a portion that will be performed on a public road.  Please see "How to Prepare for Your Driver's Test" for more information. Vehicles used during the test must be in safe operating condition and have at least 1/4 tank of gas.

New Rules in 2008
As you get to the age to get your learner permit, it is a very exciting time....I know you probably cannot wait to drive...but there are some things you need to keep in mind and/or know about before you get your learner permit.  In 2008 MVA added some new rules that you should be aware of...here are some of the rules:
 
  1. If under 16, you must provide a completed Learner's Permit School Attendance Certification form to an MVA official during the learner's permit application process.  Home schooled applicants must obtain certification from the home school coordinator for the applicant's jurisdiction.
  2. Effective October 1, 2008, Learner's permits are valid for 2 years from the date they are issued.  This extension allows individuals an opportunity to acquire additional driving experience, if necessary, without obtaining a new permit.  This change does not impact the current GLS requirement in which the applicant must hold the permit for a minimum of 6 months before taking the MVA's skills test.
  3. Effective October 1, 2008, Applicants must hold a valid learner's permit prior to the behind-the-wheel driver education training and driving on Maryland highways.
  4. Learner's permit holders under 18 are prohibited from using a wireless communication device (including a cell phone) while operating a motor vehicle, except to make an emergency 911 call.  Violations may result in a suspension of your driving privilege.
